Any tool that clones a real voice or uses a real person's likeness is consent-gated.
A consent record requires written consent and identity verification, and carries a status. Until that status is verified, the tool is refused — not warned about, refused, in the service layer where the UI cannot bypass it.
Consent can be revoked, which immediately invalidates the record and blocks further use.
Unverified consent is a Stage 0 block at moderation, so content made this way cannot reach the Theater either.
Real public figures in deceptive contexts are prohibited outright, regardless of consent.
