### Why the gate exists, and when it does not apply
The storyboard gate blocks video credits until a still is approved: approve the cheap thing before buying the expensive one. That is sound for scene coverage, where composition is the decision being made and getting it wrong wastes a full render.
It is ceremony for an insert. A cutaway to hands on a wheel, a B-roll pass, a vibe-directed one-off — you already know what you want, and the storyboard costs a generation and a round trip to approve a frame nobody was going to reject.
So the gate is not removed, it is made a choice. The Director still defaults to storyboard-first for scene coverage and Quick Shot for inserts, and the audit records which route each shot took.
### What it needs
At least one character, location or prop linked to the shot. With no references there is nothing for the model to lock onto and the result is an unconditioned text-to-video that ignores the Bibles entirely — so it refuses rather than producing that.
It also needs a reference-native model: one that can compose from references with no starting frame. Seedance, Kling, HappyHorse, Vidu Q3 and Hailuo all can. A model with only first-frame control cannot, and the Router disqualifies it rather than failing over to something that would produce an unrelated shot.
